ONE New Jersey State Policy Agenda

At the Building One New Jersey summit, we outlined the New Jersey Regional Coalition's policy agenda to build a more inclusive, sustainable, and prosperous New Jersey.

The “One New Jersey” Act

• Enact MOI (the Municipal Opportunity Index) into law. The MOI ranks municipalities based on job opportunity, school opportunity, municipal service quality, and income/poverty level.
• Organize state policies around the MOI, in order to “level the playing field” and create ONE NEW JERSEY. This allows municipal and school aid, development, housing, and transportation policy to support and encourage stable communities in every region.

Strengthen the State Plan

• Inclusionary zoning
• Incentive builder fees for new commercial development
• Tax base sharing to reduce municipal competition for ratable and share benefits of development
• Apportion state municipal aid based on the Municipal Opportunity Index
• Use the Municipal Opportunity Index to help direct state school aid
